Rules and Regulations for “New Horizons Community Garden” - 2009

  • I GENERAL RULES
  1. The community garden is an integral part of the Multicultural Association of Bosnian Seniors and their Friends. It is intended to help members by promoting education as well as social and cultural support.
  2. The Governing Council of the Association is responsible for all the activities of the Association, including the Community Garden.
  3. All financial and program decisions are made by the Governing Council of the Association.
  4. The Coalition of Gardeners and the Executive Garden Committee (EGC) control the operation of the garden.
  5. The Coalition of Gardeners is made up of all gardeners who were assigned plots of land.
  6. Five members, who are elected by the Coalition of Gardeners every year, make up the EGC. One member of the Governing Council of the Association must also be a member of the EGC.
  7. The EGC presides over the Coalition of Gardeners. The EGC meets at least four times a year or more frequently if necessary.
  8. The EGC prepares annual garden plans which are followed by the Coalition of Gardeners. The EGC is responsible for ensuring proper land distribution, and overseeing the acceptance of new members. The EGC is also responsible formaintaining the general appearance of the garden, including common flower areas and pathways. The EGC must also manage the funds that are allocated by the Governing Councli of the Association.
  9. The EGC schedules meetings of the Coalition of Gardeners as deemed necessary but not less than four times per year.
  10. The Governing Council of the Association and EGC meet as necessary, but no less than twice per year, with the purpose to improve the work of the Garden and of the whole Association.
  • II PLOTS (CULTIVATED AREAS)

Plots can either be common or individual.

  1. Common plots are used for flowers and decorative plants, as well as for spices and medicinal plants. Other types of vegetation may only be planted with the EGC's permission. All gardeners must cultivate the common plots according to the EGC's scheduled plans.
  2. The number of individual plots is limited. Each gardener is allowed a maximum of two plots. Our goal is to allow as many members of the Association as possible to have a plot. Individual plots are clearly marked. Each plot is 1.2 by 2.6 metres and plots are separated by 0.4 metre-wide pathways.

Gardeners may cultivate their plots as per their own choice. However, gardeners who wish to grow tall plants must doso in such a way so that the plants do not create shade in neighbouring plots.

The EGC regularly monitors and inspects the quality of the work in individual plots. In case of neglect, the EGC will send a warning. If the neglect continues, the EGC may take away the gardener's ownership of the plot.

When a gardener is temporarily too busy to care for his or her plot, he or she may ask another gardener to cultivate the plot, provided the EGC is notified ahead of time.

When an individual gardener for legitimate reasons can not complete the planting of his or her plot on time (June 15), the gardener's plot may be temporarily assigned to another gardener, as decided by the EGC.

Only gardeners are allowed to have keys to the garden's entrance. The gardeners cannot make spare keys or lend the keys to others. Any exceptions require EGC’s approval.

Plot exchange is allowed only if both parties agree and if the exchange is approved by the EGC. If a gardener no longer wishes to be a member of the Coalition of Gardeners, he or she is not allowed to transfer the plot of land to other person. The relinquished land is transferred back to the EGC.

New members who wish to have a garden plot must sign up on the waiting list, which is mmonitored by the EGC. Priority is given to those who have been members of the Association for the longest period of time. Non-members of the Association can become members of the Coalition of Gardeners if this is approved by the EGC and the Governing Council of the Association.

Compost preparation is the duty of all gardeners. This includes depositing plant waste at designated areas. Correct compostingmethods must be followed. Using soil from compost improves the quality of the plants grown. The soil is prepared before the seeding and planting season.

Gardeners may only harvest crop from their own plots. Both gardeners and visitors must make sure that they leave the garden tidy. If a non-member damages the garden, an EGC member must be and he or she will call police or take other appropriate measures.

All tools must be cleaned after the use and returned at their proper place. All gardeners must take care not to waste water; they must use an appropriate amount of water for their plants.

After harvesting, all gardeners must clear their individual plots and help to clear the common areas by removing dead plants and putting them in the designated areas.

Pets are not allowed to the garden. Also, inappropriate behaviour such as gossiping or harming other gardeners or Association members will not be tolerated. Any inappropriate behaviour will be disciplined, starting with a warning and, if necessary, ending in expulsion from the Association.

  • III CONCLUDING RULES
  1. The Rules and Regulations of 2009 replace the Rules and regulations of 2007.
  2. All garden-related disputes will be addressed first by the EGS, and if unresolved, by the Governing Council of the Association. Gardeners may leave written comments in the designated mail box.
  3. Gardeners, Association Members or their guests cannot hold Garden Members, the Multicultural Association of Bosnian Seniors and their Friends, or the and owner liable for any injury, loss or damage that occurs during the time spend in the Community Garden.

PRAVILNIK O RADU DRUSTVENE BASTE “NEW HORIZONS” - 2009

  • I OPSTE ODREDBE
  1. Drustvena basta je sastavni dio Multikulturnog Udruzenja Bosansko-Hecegovackih Seniora i njihovih Prijatelja, namjenjena za edukacioni, kulturni i socijalni napredak Udruzenja i korist svih clanova.
  2. Upravni Odbor Udruzenja je odgovoran za programe i uspjesan rad cijelog Udruzenja, ukljucujuci drustvenu bastu.
  3. Sve odluke vezano za programe i finansije donosi Upravni Odbor Udruzenja.
  4. Sav operativni rad drustvene baste je u nadleznosti Skupstine bastovana i Izvrsnog Odbora Baste (IOB).
  5. Skupstinu bastovana cine svi oni bastovani kojima su dodijeljene parcele.
  6. IOB se sastoji od pet clanova koje bira Skupstina bastovana svake godine. Jedan clan Upravnog Odbora Udruzenja se bira u IOB.
  7. IOB je izvrsni organ Skupstine bastovana, sastaje se prema potrebi, a najmanje cetiri puta godisnje.
  8. IOB pravi godisnje planove rada u basti, koje usvaja Skupstina bastovana. IOB je odgovoran za pravilnu raspodjelu parcela, za prijem novih bastovana, za opsti izgled baste kao i za izgled zajednickih i cvijetnih povrsina i staza. IOB se takodje brine o pravilnom utrosku novcanih sredstava koja su od strane Upravnog Odbora Udruzenja dodjeljena za rad baste.
  9. IOB saziva sastanke Skupstine bastovana prema potrebi, a najmanje cetiri puta godisnje.
  10. Upravni Odbor Udruzenja i IOB se sastaju prema potrebi, a najmanje dva puta godisnje, u cilju unapredjenja rada kako Baste tako i Udruzenja kao cjeline.
  • II PARCELE (SJETVENE POVRSINE)

Parcele mogu biti zajednicke i individualne.

  1. Zajednicke parcele se koriste za cvijece i ukrasno bilje, te ljekovite i zacinske biljke. Moguca je sadnja i drugog rastinja, prema saglasnosti IOB. Bastovani ne mogu samoincijativno unositi drugi biljni materijal, koji nije predvidjen za ove parcele. Zajednicke parcele obraduju svi bastovani prema utvrdenom rasporedu od strane IOB.
  2. Broj individualnih parcela je ogranicen, i svaki bastovan moze imati najvise dvije parcele. Pozeljno je da se sto vise clanova drustva ukljuci u rad baste. Individualne parcele su jasno oznacene, dimenezije 1.2m x 2.6m, odvojene stazama od 0.4m.

Dodijeljene parcele bastovani obradjuju po vlastitom izboru. Ukoliko su planom sjetve ili sadnje predvidjene i visoke biljke, njihov raspored i gustinu neophodno je tako podesiti, da ne zasjenjuju usjeve susjednih parcela (boranija, grasak, suncokret itd.).

IOB ce voditi kontrolu urednosti obradivanja parcela. U slucaju nedovoljne brige o parceli, IOB ce prvo poslati opomenu, a iza toga, ako parcela ostane zanemarena, ima pravo da je oduzme.

U slucaju sprijecenosti, bastovan moze ovlastiti drugog bastovana, da obradi njegovu parcelu s tim da o tome obavijesti IOB.

Ukoliko bastovan iz objektivnih razloga nije u mogucnosti da obradi dobijenu parcelu u optimalnom roku (15 juni), ista ce biti privremeno dodijeljena na koristenje drugom bastovanu, prema odluci IOB.

Samo bastovani mogu imati kljuc od ulaznih vrata. Bastovani ne smiju praviti kopije kljuca ili dati kljuc drugim osobama. O izuzetcima od ovih pravila odlucuje IOB.

Zamjena parcela izmedju bastovana dozvoljena je uz saglasnost obje zainteresovane strane i uz saglasnost IOB. Ako bastovan ne zeli vise da bude clan baste ne moze poklanjati dodijeljenu parcelu drugoj osobi. Napustena parcela se stavlja na raspolaganje IOB.

Prijem novih clanova i dodjela parcela obavlja se putem liste cekanja koju sastavlja i vodi IOB. Redosljed na listi se utvrduje na osnovu duzine clanstva u Udruzenju, a prednost imaju clanovi sa duzim stazom. Clanovi baste mogu biti i druge osobe koje nisu clanovi drustva, ali o tome odlucuje IOB i Upravni Odbor Udruzenja.

Spremanje komposta je zajednicki posao svih bastovana, a obavlja se odlaganjem biljnih dijelova na odredjenom mjestu. Priprema i odlaganje biljnog materijala vrsi ce se prema strucnom uputstvu u toku vegetacije. Koristenje komposta na parcelama bastovana i zajednickim povrsinama omogucava poboljsanje structure i plodnosti zemljista, a vrsi ce se pred pocetak sjetve i sadnje biljaka.

Bastovani mogu uzimati plodove samo sa svojih parcela. Bastovani i drugi posjetioci baste moraju voditi racuna o cistoci i urednosti baste. Ako se u basti dogodi steta od strane nepoznatih osoba, o tome se obavjestava neko od clanova IOB, radi prijave policiji i preduzimanju odgovarajucih mjera.

Upotrijebljeni alat mora biti ociscen i vracen na mjesto koje je predvidjeno za to. Svi bastovani su obavezni voditi racuna o racionalnoj upotrebi vode za zalivanje biljaka.

Na kraju vegetativne sezone bastovani su duzni ocistiti, kako svoje , tako i zajednicke parcele od ostataka biljaka i odloziti ih na za to odredjeno mjesto.

U bastu nije dozvoljeno dovoditi kucne ljubimce. U basti nije dozvoljeno bilo kakvo nepristojno ponasanje, ogovaranje, nanosenje stete drugim bastovanima ili clanovima Udruzenja u bilo kojem obliku. Svako nepristojno ponasanje bice sankcionisano postupno, od opomene do mogucnosti iskljucenja iz clanstva Udruzenja.

  • III ZAVRSNE ODREDBE
  1. Ovaj Pravilnik stupa na snagu danom usvajanja od strane Skupstina bastovana. Istovremeno, prestaje da vazi stari pravilnik iz 2007 godine.
  2. Sve eventualne sporove u vezi baste rjesavace IOB i Upravni Odbor Udruzenja. Pismene primjedbe bastovani mogu ostavljati u posebno pripremljeno sanduce.
  3. Bastovani, clanovi Udruzenja, ili njihovi gosti, ne mogu kriviti niti clanove baste, niti Udruzenje, niti vlasnika zemlje za bilo kakvu povredu, gubitak ili stetu za vrijeme aktivnosti u basti.
