Rules and Regulations for “New Horizons Community Garden” - 2009

Listen to the Mother Nature like to your heart’s beat and her mysteries will be revealed

  • I GENERAL RULES
  1. The community garden is an integral part of the “Multicultural Association of Bosnian Seniors and their Friends” and is intended to promote the educational, cultural, and social advancement of the Association to the benefit of all its members.
  2. Governing Council of the Association is responsible for all activities of the Association including the Community Garden.
  3. All finances and program decisions are made by the Governing Council of the Association.
  4. The Coalition of Gardeners and the Executive Garden’s Committee (EGC) has jurisdiction for all operational activities of the garden.
  5. The Coalition of Gardeners is comprised of all gardeners who were assigned parcels of land (plots).
  6. Five members, elected by the Coalition of Gardeners every year, form the EGC. One member of the Governing Council of the Association is also a member of the EGC.
  7. The EGC, which perform executive role of the Coalition of Gardeners, meets as frequently as deemed necessary but not less than four times per year.
  8. The EGC prepares annual garden plans which are adopted by the Coalition of Gardeners. The EGC is responsible for a proper land parcel distribution, acceptance of new members, and general garden appearance including common flower areas and pathways. The EGC is also responsible for monetary management of funds allocated by the Governing Councli of the Association for the garden operation.
  9. The EGC calls meetings of the Coalition of Gardeners as deemed necessary but not less than four times per year.
  10. The Governing Council of the Association and EGC meet as necessary, but no less than twice per year, with the purpose to improve the work of the Garden and of the whole Association.
  • II PLOTS (CULTIVATED AREAS)

Plots can be either common or individual.

  1. Common plots are used for flowers, decorative plants, as well as for spices and medicinal plants. Growth of other types of vegetation is also possible as per EGC’s concurrence. The gardeners are not allowed to grow vegetation which are not planned for the common plots. All gardeners cultivate the common plots as per EGC’s scheduling plans.
  2. The number of individual plots is limited and each gardener may be allotted no more that two of them. It is desirable to include as many members of the Association as possible in gardening. Individual plots are clearly marked; dimensions are 1.2 by 2.6 metres, separated by 0.4 metre-wide pathways.

The gardeners cultivate the allotted plots as per their own choice. However, if tall plants are planned, their location and density need to be adjusted in a way not to create a shadow to neighbouring plots (bean-pods, peas, sunflower, etc.).

The EGC monitors and inspects the quality of work on individual plots. In case of neglect, the EGC will first send a warning, and if the neglect continues, it may take away the plot.

When preoccupied with other matters, an individual gardener may authorize another gardener to cultivate his/her plot, provided the EGC is notified ahead of time.

When an individual gardener for legitimate reasons can not complete necessary planting work on time (June 15), his/her plot may be temporarily allotted to other gardener, as decided by the EGC.

Only the gardeners may possess the garden’s entrance door key. The gardeners are not allowed to make spare keys or lend the keys to others. Any exceptions require EGC’s approval.

Plot exchange is allowed only if both parties concur and if approved by the EGC. If a gardener no longer wants to be a Coalition of Gardeners member, he/she is not allowed to transfer the parcel of land to other person. The relinquished parcel of land is transferred back to the EGC.

Acceptance of new members for plots allotment is guided by the waiting list, which is maintained by the EGC. The waiting list is sorted by the length of membership in the Association, and the priority is given to those with longer service. Non-members of the Association can become members of the Coalition of Gardeners if approved by the EGC and the Governing Council of the Association.

Compost preparation is a common duty of all gardeners and it includes depositing of plant parts at designated areas. Preparation and deposition of plant material is done following professional instructions during the growing season. Using compost on the gardeners’ plots and common areas improves the land structure and fertility, and it is done prior to seeding and planting season.

The gardeners may only harvest crop from their individual plots. The gardeners and visitors must take care of the garden cleanliness and tidiness. If there is damage made by unknown persons, an EGC member is notified to call Police and take other appropriate measures.

All tools must be cleaned after the use and returned at their place. All gardeners are obliged to rationally use water for plant watering.

At the end of harvesting, all gardeners are obliged to clear their individual plots and contribute to cleaning the common areas by removing plant particles and depositing them at the designated areas.

It is not allowed to bring pets to the garden. Inappropriate behaviour, gossiping, doing harm or damage to other gardeners or Association members is not allowed in any way. Any inappropriate behaviour will be appropriately sanctioned, starting with warning and, if necessary, expulsion from the Association.

  • III CONCLUDING RULES
  1. These new Rules and Regulations are in effect from the time when adopted by the Coalition of Gardeners. At the same time the Rules and Regulations of 2007 becomes superseded.
  2. All garden-related disputes, if any, are addressed first by the EGS, and if unresolved, by the Governing Council of the Association. Gardeners may leave written comments in the designated mail box.
  3. The Gardeners, Association Members or their Guests can not hold liable Garden Members, or the Multicultural Association of Bosnian Seniors and their Friends, or the Land Owner for any injury, loss or damage whatsoever occurring during the time spent in the Community Garden.

  2. Upravni Odbor Udruzenja je odgovoran za programe i uspjesan rad cijelog Udruzenja, ukljucujuci drustvenu bastu.
  3. Sve odluke vezano za programe i finansije donosi Upravni Odbor Udruzenja.
  4. Sav operativni rad drustvene baste je u nadleznosti Skupstine bastovana i Izvrsnog Odbora Baste (IOB).
  5. Skupstinu bastovana cine svi oni bastovani kojima su dodijeljene parcele.

Bastovani i drugi posjetioci baste moraju voditi racuna o cistoci i urednosti baste.

U bastu nije dozvoljeno dovoditi kucne ljubimce. U basti nije dozvoljeno bilo kakvo nepristojno ponasanje, ogovaranje, nanosenje stete drugim bastovanima ili clanovima Udruzenja u bilo kojem obliku. Svako nepristojno ponasanje bice sankcionisano postupno, od opomene do mogucnosti iskljucenja iz clanstva Udruzenja.

  • III ZAVRSNE ODREDBE
